Hard to say, but "Imperial" means regal, royal, that kind of thing, so the opposite would probably be "vulgar", "common", or "ordinary".

Unless you mean Imperial like a Chrysler Imperial, then the opposite would probably be Chevrolet Vega.

It should be democratic, but in this country today there has been some drift in meaning. We live in a "democratic", imperial country.
