yes they are, but they keep insisting that they're just good friends, but what kind of friends kiss in front of the paparazzi and hold hands and pete was seen playing with ashlee's hair on one of the clubs that they go to together. honestly, they should just say that they're together. plus, pete deserves someone who doesn't lip synch.

they have never really said they were dating. but they haven't denied the rumours either.
there are many phots of them kissing and hugging.
