It can only be programed by a Chevrolet dealership. The keys for the Cobalt have a recognition chip in them and only Chevy can program them. If you bought the key from them then they usually program it for free. You should of got a number with the car when you bought and that is the programing number. There is way you can program them, a locksmith can't even do it.

You need 1 good key. Get in the car with both keys. Start it with the good key. Turn it off, take the key out. Put the new (unprogrammed) key in. Turn the ignition on and off 3 times without taking the key out. (turn the key as far as you can without trying to start the engine). Take the key out. Put it back in and start the car. Should work. If not, then it has to be taken to the dealership so they can use a machine called a "tech II" on it. If this is the case, $40 isn't bad. I used to be a chevy salesman and we charged at least $60.

Your owners manual should give you the procedure for programing the key. For most cars you need a programed key to program a second one. If you don't have another programed key you may have to have the dealer do it. Also you have to follow the procedure carefully.
