In January, a NICEIC electrician installed inset halogen lights in my house. I asked them to install fire rated ones with caps but they insisted that I don't need them and installed normal ones.
Are they really safe? Is it legal for them to install non-fire rated ones?

Fire-rated are only required in the ceilings between dwellings, such as houses converted into flats.
Bit eff-ing late to ask here if they did it in January....

On the box that the lights came in it will tell you what the fire rating is if there is one. Some cannot be near insulation 3" to be exact others can. All fire safety is provided by U. L. listing. I am an electrician from Michigan.

Also might want to get in touch with your local building inspector too.
