Now that Rosie's gone (View would be absolutely the most tortureous if she was still there), I don't know what's worse, View, Teletubbies, or Barney....they're all pretty frightening...

You get a glass tube, straw size and shaped. Then you grease the glass tube. Then you stick it up the victim's urethra (that's the tube in the penis). Then get a big stick and threaten to hit his package with it. Remind him that the glass tube will shatter, leaving him with glass all the way to the bladder. He will bleed... His only hope will be removal of his package. At this point he should tell you what you want.

Lock someone into a bedroom..with absolutely nothing in it! just a bed or something..and for like a month..tell them they can't do anything at all!!! NO TV, NO reading, NO playing video games..NO nothing...they just sit there. It may sound weird..but after a day of doing absolutely nothing..i'd go crazy!

lock someone in a room strap them down and force them to watch the view over and over and over again
no really the best way that i could think of is to put someone in a situation where if they do somethig it will cause pain
like ohhh have someone stand with there arms tyed up and them on there tipy toes and if they rock down on there heals
they get a shock or something kinda like the movie with chuck norris

well you could make your victim watch barney and the teletubbies repeatedly until s/he screams in or you can have the victim sit through all of dubyas television specials
