You would need to check with the Texas Highway Division (in some States they are called the DMV but it's basically the same thing) to get more specific info on the cost of the learner's permit. In relation to the age it often starts at around age 15 but each State is different, the Highway division can also answer this for you.
I know that here in FL when I took the driver's ed course for adults I had to show that I did the training for the drug and alcohol education program.
