why united states quarters have rough lined sides?

is it for protection or for other reasons

This is a precaution to prevent "coin clipping." Back when coins were made of gold and silver, some people would clip just a sliver of the precious metal off each coin. The coins would then say they're worth the same amount, but the coin clipper would build up a profit from the slivers.
