I'm not too sure what a class president does but I wish that our class would have had some kind of community project that left visible results that could still be seen years later. Something that the whole class could have worked together to achieve and that created some kind of unity and sense of camaraderie. Just as to what that could be would depend upon your community.
That type of plan would require follow through and leadership skills. It could be as simple as a project for a new piece of playground equipment for a park, a landscape beautification project, maybe even something on the school grounds. Something with purpose that people could come together and be proud of.

I see my primary responsibilities as: running organized and effective meetings, overseeing all class officers and providing them with tools and guidance to help them in their work, and working with all members of the (insert school name here) community.
You do not need to do anything silly to run for class president. You want the other students to know who you are. What you will do to help them make this the best school year ever. How you will organize school events and how you will allow them to provide input.

or promise to institute recycling bins around the school or cafeteria for cans, newspapers, and plastics - but if you are talking about something "free" like you stated, maybe promise to wear the same clothes 2 days in a row

Make sure your name is recognized throughout the entire
school.
Ask the voters what they want and offer (truthfully) what is
feasible....
bake cookies ( chocolate chips) and distribute them during
lunch time with little tags attached so name recognition is
noticed..

How about do something unusual - compare yourself to your opponents and give them COMPELLING reasons to vote for you and not them, show them you are more qualified, not just that they are unqualified.
