Let the new number be zyx.
Since the second one is less by 198, the equation is:
xyz - zyx = 198

Let 100z +10y+x be the original number.
The number you get by reversing the digits is
100z +10y+x and your equation is
100z +10y+x + 198 = 100x +10y+z.
or
99(z-x) + 198=0,
which gives us
x-z = 2.
