The word "is" always means =
The word what always means a variable
The word of is always multiply.
So,
30 = n * 60
divide by 60
30/60 = n
3/6 = n
1/2 = n
1/2 = .5 = n

I find it's best to do these problems by translating it word for word into math. "is" becomes equals, "of" becomes multiplication, and "what" becomes the variable. So here we have:
30 = x * 60
So x = 30/60 = 1/2 = 0.5, or 50%

Divide the smaller number by the larger to get the decimal equivalent of .5 Then move the decimal two places to the right for a percentage. Since there is no number after the 5, a zero goes after it when you are moving the decimal.
