Firstly you have not stated he has been selected as a judge of which level, is he got appointment in the subordinate judiciary or high judiciary? Any how what ever be the level, the appointment of any judge in any level is a Gazetted post & you can always check the state Gazette to check the correctness of this fact about his appointment. These state gazettes are available in any government library, government books store, & for your case even in the High court or District court public library. Go & check it.

Very easy. File an application under RTI ( Right to Information Act) before the High Court of uttrakhand or home department of uttrakhand and seek an information whether Narendra Shukla, has been selected as a judge .

Since the selection pertains to Uttrakhand, you should verify the correctness.You can apply for a copy of his selection/appointment under the Public Information Act to the concerned High Court and verify the same.
