It's called a clapper board. The bottom part is called a slate, and the scene and take number is written on it. This is so the shot can be identified during editing. The clap helps the editor to sychronise the sound and vision.

It names what cut it was and the thing that slaps down makes that noise so they can line the sound track up correctly. When they see it hit they line it up with the noise.
I always wondered what they were for also.
