Im in the Sealed Chamber and i need the move "dig" to get into the inner chamber but i dealeted the move from my Swampert and i cant find another one. Its "TM28". Where can i find another TM28 (Dig)?

there is only one TM28 in the game.
however! you are not without hope!
get a nincada and level it up to about level 45 (do not let it evolve) and it will learn dig
or get a trapinch and level it up to about level 41 (again, don't evolve) and it will learn dig
the only other way to get it would be trading from another game (either trading the TM, or a pokemon that can use the move)

You might be able to buy it in the lilycove department store, but if that doesn't work you can catch a trapinch and grow it to lv.38. don't evolve it or it won't learn dig. also you can take a heart scale to the move tutor to re-teach your swampert dig. also just so you know you have to have a relicanth in the first slot of your party, and a wailord in the last slot.
