I have a betta a got a year ago. I couple of, lets say months ago, he stopped eating. I has not eaten, and never tries to eat it. He stays at the top and looks dead. He is losing his color, and is now dull. Please, some one help me so I can save my fishy!!!!

He must be eating something or he would have died in a few months of no food. Most likely a water change and a bit warmer temperature will correct the problem as it sounds like his bowl or tank is too cool.

How big is his tank? If he's in a tiny tank, he's probably too depressed or confined to eat properly. Make sure he's in, well, hopefully at least a 10 gallon.
Is the water warm enough? Bettas are tropical fish, so they like their water warm. Fish are coldblooded, so if it's too cold in there, he won't be too lively.
Is there anything in the tank/bowl to give him some cover? Are you sure he's engaged? Fish like some cover, but they can also be really gregarious and enjoy swimming all over the tank. Make sure your betta isn't bored stupid out of his mind.

And if those are still all fine; What are you feeding him? Pellets? Are they betta food? Remember that bettas are carnivores, not herbivores; it won't do to feed bettas flake food meant for goldfish; specialized betta bites are what I give my betta, but also, I give mine some freeze-dried blood worms, and he loves them!

However, again, he might be nearing the end of his life. If so, just do the best you can. :)

If you have not done anything drastic to it's living enviroment-like water condition and feeding, it may jus be due to old age..
Betta have quite a short life span-say 3-years, maybe at the time you got it, it's already 1-2 years old..
Maybe it's time..
