If not, which other Heisman winner was a lower pick? Why was Smith picked so low?

Not at all. There have been several Heisman winners go lower or not even drafted at all. Just a few years ago, Jason White (QB-Oklahoma) went undrafted. Gino Toretta was a 7th Round pick. Charlie Ward was undrafted.

The biggest concern with Troy Smith was his size and some possible character issues.

Here is a list of former heisman winners who were either drafted lower or not at all:
Jason White
Eric Crouch
Chris Weinke
Danny Weurffel
Charlie Ward
Gino Toretta

It isnt uncommon at all for a Heisman winner to not parlay college success into NFL success. There are a lot of factors that change from the college game to the NFL (most people forget Tom Brady never really nailed down the starting gig at the U of M, he was in a constant battle with the more touted Drew Henson). Andre Ware won the heisman and was a miserable bust in the NFL and others such as Ron Dayne, Ricky Williams, Rashaan Salaam and Ty Detmer never had any great measure of success in the NFL either. Smith was picked low because a variety of factors, he was short, there are questions about his accuracy, he doesnt throw well on the run, he played poorly in his biggest game, he has past behavior issues. He projects as a career backup, some teams believe he could be somewhat like Jeff garcia and come in and be good if he only has to perform for a short period but very few in the NFL believe he has the skill to be a full time starter...that is why he went at the end of the 5th round.

i don't think so. charlie ward and Jason white didn't even get picked. they said he was too short at 6'1" for a NFL QB.even though Drew Brees led the league in passing and hes only 6'0". they said that he would not be able to see over the NFL lineman even though the Ohio State offensive line were probley the biggest in the country. Everyone knows how he got killed against Florida but he beat Michigan twice and beat the defending champs Texas. But yet Brady Quinn never won a big game and did horrible against Michigan, LSU, and USC. Troy Smith had one bad game and didn't do so good throwing at dummies at the combine. I'm glad hes on the ravens though because Mcnair is close to retiring and Kyle Boller isn't that good. Smith will be a pretty good QB in 3 or 4 years learning from Mcnair and could be a franchise QB.

Gino Toretta was picked in round 9 by the Vikings. Troy Smith had a bad game in the championship game and everyone started to pick him apart. Ironically Jamarcus Russel had the best game of his career and all of a sudden he is the next great quarterback and drafted 1. If they held the draft before the championship game, Russel and Smith might have switched places.
