If that is the new goal of the war, how will we know when it is accomplished? What would we do to make sure it stays stable? Would we leave a permanent military base there as we did in Germany and Japan?

Well, if you're assessing a mental patient, and you note he's repeatedly attempting suicide, you might conclude he's not stable. Similarly, while the Iraqis insist on slaughtering eachother as rapidly as possible, the nation might still be judged 'unstable.'

Iraqis murdering eachother in smaller numbers, and with fewer systematic political/religious/ethnic mass-murders, might be a start.

Yes, a permanent military base is a given. It may even be the 'real' reason the US is there.

i believe that when we can let the Iraqi military take to the streets and be able to stop IED's before they go off, when the Iraqi government has enough power to keep the different factions stop fighting each other, and when Iraqi border agents can keep advanced explosives from coming into their country (you can't really believe that the average shop keeper knows how to plant an explosive in the side of the road and set it off with a cell phone)

then we have a chance at having a stable Iraq.

Unfortunately, we will most likely always have a base in Iraq, unless the government asks us directly to leave. Aside from that, since Iraq is surrounded by countries that don't like it, we'd beobligated to stay and protect them.

You can look at measures of violence, size and training status of the iraqi security forces, economic development, etc.

1. Defeat the Terrorists and Neutralize the Insurgency
2. Transition Iraq to Security Self-Reliance
3. Help Iraqis Form a National Compact for Democratic Government
4. Help Iraq Build Government Capacity and Provide Essential Services
5. Help Iraq Strengthen its Economy
6. Help Iraq Strengthen the Rule of Law and Promote Civil Rights
7. Increase International Support for Iraq
8. Strengthen Public Understanding of Coalition Efforts and Public Isolation of the Insurgents

Just one? ...Try "more than a few" military bases. We have one on/near every major Iraqi city.

We were NEVER planning for a short stint in the Middle East, friends... connect the dots.
