Free all non-violent drug offenders.

Legalize pot for possession and de-emphasize other non-violent drug crimes.

Eliminate mandatory minimum sentencing and streamline processing of death penalty cases.

- Create a more effective system in deporting convicted felons with INS holds; perhaps by creating "border prisons". This alone will alievate about 20-25 percent of the inmate population (at least in CA)

- Repair the severly fractured "rehabilitaion" system. In the Chino Institute for Men (Located in San Bernardino County, CA) there is a program that teaches inmates skills such as diving and underwater welding. For those who complete that program, there is a recidivism rate of 6 percent, as opposed to the 70 percent rate for those inmates that do not get any sort of rehabilitation (I am aware that not all inmates are capable of rehabilitation, but this should make some space)

I think you should start looking at the different causes.

Treat people with psychological problems with the proper medication.
Check for psychological problems and try to find a major group that does not really belong in prison but can be helped in stead of punished.

Get rid of mandatory sentences for drug selling. Drug addiction is a medical issue and not a legal one. Also selling drugs is unfortunately a very rational economic choice for many young black males who populate our prison systems.

I do believe in decriminalizing the selling of marijuana; I am NOT a user/seller.

To start, execute all of the prisoners on death row. They are going to get it anyway so why not put them down and that way we don't have to pay to keep them alive.

End the War on Drugs and immediately release anyone incarcerated only for non-violent offenses.

No more federally mandated sentencing for drug offenders. The punishment should fit the crime, meaning a kid with a few tabs of ex shouldn't go to jail for 5 years.

Stop putting marijuana and small time drug charges in. If they have a problem get them help and rehab, but if they aren't dealing why through them in the can it only costs us, the tax payers money. Legalize marijuana and that would lower the population drastically
