It totally does if you leave the bottle open. The lack of air keeps it from drying out. And kind of it sticks anyway, since the sides of the bottle do get coated. It just remains wet so will eventually run down the sides.

The cap on the bottle prevents the solvent in the
glue from evaporating...

It needs moisture to set, and there is none inside the bottle. None can get in either.
