Mostly because it was a huge expanse of concrete and nobody would complain. Plus, it was a symbolically important piece of concrete. That, and the fact that there were always a lot of young people around (if you came to West-Berlin to study, you didn't have to do military service), many of them leftist or anarchist, will give a you a lot of graffiti.

The graffiti was on the West Berlin side of the wall, where you could just walk right up to the wall. If you tried to spray paint the East side, you'd be dead before you came within twenty yards of the wall.

it basically allowed people to profess what they were feeling and it made the berlin wall more special and more significant in history
