poll tax - require voters to pay a tax (that most freedmen could not afford)

literacy tests - require voters to pass a reading test before voting (since blacks had been denied the right to education for generations, most could not read)

grandfather clauses - exempting (white) voters whose grandfathers had been eligible to vote kept poor, illiterate whites from being disenfranchised by these new measures
