They're TV shows. I highly doubt any of them are carrying real handguns. Probably a watergun painted black.

That is not a real court, and those aren't real bailiffs.
Whether or not the actors playing bailiffs (or at least
the people in charge of security at the pretend court)
is probably more up to the unions that cover the
actors guild and props guilds in Hollywood, etc.
Those shows are created by the litigants basically
signing away their right to legal proceedings for
a fee. That is - nobody loses. One party ends up
getting paid more than the other.
Any resemblence between these shows and the
actual law is strictly incidental.
