Most of these folks have it part right, but they're dancing around the real answer.
"AQUEOUS" simply means dissolved in water. An aqueous solution is a solution whose SOLVENT is water, plain and simple.
A liquid does not have to be water. A solution does not have to have water as its solvent. A pure liquid with nothing else dissolved in it, is sometimes referred to as a "neat" liquid.
Pure 100% ethanol or pure 100% mercury is a liquid, not a solution (and certainly not an aqueous solution).
