I would recommend against getting goggles for a 3 year old. I've taught a lot of swim lessons, and one thing I can tell you is that goggles only lead to learning barriers later. I can't tell you how many times I've had a kid who can swim great start to struggle because their goggles got full of water or fell down. Many times it would slow the lessons down so much because they'd be so focused on keeping their eyes dry instead of completing the challenges I'd have them do. A lot of children think they NEED goggles so their eyes don't hurt or so they can see underwater, but it just isn't the case. A good instructor will be able to entice the kids to swim very well without them and they'll learn quicker because of it.

I would find the cheapest double headstrap ones that fit because a three year old isn't going to do much under the surface when she is so young but if she is young and gifted you would want to go with some of the small nike tyr or speedo goggles that are actually made for competing but work very well and they range from 10 to 16 dollars
good luck
hope it hellps

RE:
What are the best swim goggles for a 3 year old?
My daughter is swimming this summer and we are looking for a good pair of goggles for her. Preferably, I am looking for a pair with a double head strap to help keep them in place. Thanks!

i am a junior olympic swimmer
most people prefer the cushoned goggles from speedo or tyr
the ones that i use and almost all olympians use are sweedish goggles
sweedish goggles take a while to get uses to because they have no cushon. they hurt, but once you get used to them, they are most efficient
but for a 3 year old...padded speedo goggles
you can get them at marina del ray
or big 5

I think it is great that your 3-year-old doesn't neeb a mask!!! That is awesome, encourage her to get in the water as often as possible, you might have a little junior Olympian on your hands there! ( =
Speedo Kids Hydrospex has amazingly soft gaskets and a split headstrap. They are also made with the same durable rubber as Speedo's competition goggles for children and adults. They are very water tight and easy to adjust as well. Plus they are available in PINK! ( =

Also, Speedo Pollywogs are a less-expensive option. They won't carry her through as much growing as the Hydrospex and aren't competition quality but they are good beginger goggles becuase they have wide gaskets.

You can get these at most sporting goods stores as well.
Good luck!!!
