And with this, I have one withdrawal from one class. Do I have a chance to transfer, Oh! and my major that I chose is Chemical Engineering.
Do I have a good chance to transfer to UCLA? Its my dream school!

You sound like a great candidate.. However, sometimes schools will turn down good qualified candidates in order to fulfill their quotas... They need to have a percentage of female, male, white, Spanish, black and 'other' so... Don't be hard on yourself IF you don't get accepted!

The UC schools have to reserve a number of positions for CC transfers. When I was a PhD student at Berkeley, I had a number of students who had transferred in.
With a 3.94, I would say that your chances of getting into some UC school are excellent. If you do -- go there -- and avoid the CSU system.
UCLA and Berkeley are the toughest to get into -- so there is no sure thing. Berkeley is actually better for Chem E.
