if the ball is tipped before the ball passes the halfcourt line it's just good defense trying to force a TO. After the ball passes the halfcourt line the 8 second rule is done and over and if the ball is tipped back it doesn't matter about 8 seconds but the shotclock is still counting down.

If the ball was established in the frontcourt, then yes, it does. If the ball never was established in the frontcourt, ie, a pass was made to a player in the frontcourt, but instead of catching it, it is tipped by an opposing player into the backcourt and retrieved by an offensive player, the count would continue.

Sorry about that last example, kind of convoluted, but couldn't think of a better illustration.
