both actually . . . . considering schrodinger's eqn then you'll find only one of the two till a given precision but as the precision of one increases the precision of the other decreases . . . . .and it is impossible to predict both acurately

if u mean an electron then yes, it explains where the electron exists and the probability of finding it in the atom..
