The Thompson Center has a Sec of State office in the lower level. Make sure you have the proper IDs before you waste your time and have to come back a second time. I provided a link with other locations if downtown is not convenient for you.

The Secr. of State/DMV is on North Elston Avenue. Make sure you have birth cert and soc sec. card and one other address id, like a utility bill or something like that. I'd bring an old photo ID too just to be on the safe side and not waste the trip.

You could go to the sec. of state website. The most popular one downtown (loop) is in the State Of Illinois bldg in the basement. Its right across the street from City Hall.
