1) Use a mild soap to wash your hands. ex. Dove
2) Wear gloves while washing dishes, etc.
3) Use nail oil, cuticle balm or another thick moisturuzer in the evening and each morning.
For example: Solar Oil, OPI Avoplex, Burt's Bee's cuticle balm, Vaseline or vitamin E oil
Plain Chapstick will work too.
4) Apply hand lotion after washing your hands.
5) Do not use any cuticle removers or use manicure tools to push your cuticles until they have healed.

There's loads of ways! First of all, make sure that you're eating a well balanced diet with tons of water. Secondly, don't pick them! Use a good hand wash which isn't drying and keep you nails healthy by trimming them often. Finally, make sure you apply cuticle butter and hand cream throughout the day. It really works well. I like to use Dream Cream, The Soft Touch and Lemony Flutter from Lush. You could also make your own using Olive Oil and such.

Do not bite or pick at them, and constantly apply cuticle cream. Buy some and set it at your desk, or by your favorite TV chair, etc. That way you'll put it on -- without even having to think about it -- several times a day.

Keep your nails manicured- you can do it yourself using a 4-sided nail file- one side for -file edges/smoothing ridges off surfaces/cleaning surfaces/buffing- in that order. Prior to this and especially for you cuticles, soak them in olive oil, wipe them off and then start the above manicure. Good luck!
