Balboa Park is fun, you can just walk around there. Same with Chicano Park in Barrio Logan. You can go downtown and even though the restaurants are expensive you can just walk around down there, it's really fun. Going to the beach in La Jolla, PB, Mission Beach, or OB is fun and free.

For good, cheap food in San Diego:

Every Tuesday Rubio's Mexican restaurant sells one-dollar fish tacos that are amazing.

Aiberto's in North Park, Mid-City, or Barrio Logan is very good and cheap, especially the mini tacos!

In-n-out is a fast-food place only in California that has really good food.

Have fun :)

Head down to the beach, it's always free! And May is just around the corner and it's really starting to warm up.

Take a stroll around seaport village.

Take a drive out to the desert or mountains or both! That just costs gas to get there

Local attractions like the Zoo costs around $25.00 for adults, Seaworld is up to $50.00 per adult.

You can go on a San Diego Harbor Cruise it is realitvely inexpensive and is a 2-4 hour tour of the San Diego Bay, kids would absolutely love it!

Go to the children's pool in La Jolla your kids can see all the seals and sea lions that have made a home there.

balboa park is a good place. there are nice gardens, some museums and at times some sort of function going on which is free. The gaslamp district downtown is nice to walk around and take in the scenery and there is a nice new mall there with a movie theater.

Mission and Pacific beachs have things going on all the time as well.

Don't know if there is anything as a free lunch but as far as inexpensive entertainment for the whole family, try Cabrillo National Monument. They give you a pass that is good for a week, very cheap, and there are numerous thing to do there; hiking, lighthouse tour, tidepools.... great day adventure. Try it... it's great for outdoors folk. Enjoy your visit.

Try walking the boardwalk at mission beach. there is a seasonal place to eat called Kane's. Its a dance club at night but you can eat in the upstairs for great view and the food is actually pretty good. like the wraps and the carne asada nachos looked really good.

Go visit the Point Loma Lighthouse and explore the tidepools. It's free and fascinating for kids and adults alike.

Lots of good suggestions above me, but they all missed the fact that Tuesdays are free days for many of the Balboa Park museums.
