Better Business Bureau will only list the complaints to a company -- but not whether the business is running legally or not.

The best place to check is the Secretary of State where the business is operating if the business is a corporation or partnership or LLC. If the business is a sole proprietor, check with the county/city clerk's office and see if the business is registered or not.
