and i cant get to the burn disc part without making the floppy part.

Most Windows CD's are bootable. You can also make a bootable CD which will boot into DOS, windows or even LInux with the right files.

Generaly, boot disc contain COMMAND.COM, IO.SYS, MSDOS.SYS, FORMAT.COM, CHKDSC.COM MSCDROM.SYS e.t.c. To start up your Pc important is command com. Try to find this files in directory folders and burn him to the CD and after that check how it works. Otherwise ask some of your friends with standard PC and same operational system as yours that prepare to you CD boot disc (important is SAME OPERATIONAL SYSTEM AS IN YOUR LAPTOP!).
