One: Get rid of bots, sock puppets, trolls, repetitive reporting and repeated offenders
REDEFINE...what is suspension? It seems that this is an undefined action. There should be some sort of immunity for people once they have reached a certain point (legitimately). I have seen people achieve level 6 and higher only to have someone repeatedly report them for minor infractions and wind up suspended while others of a more vulgar nature remain. I would like to see Yahoo community review ALL questions when such a situation occurs. It will be fairly easy to see what that person is up to and whether or not it is a habitual problem.
I would like to see people whose answers are perfectly fitting solution (not just copy, pasted from a source) hi-lighted and brought to everyone's attention so that new people can see the results a proper answer can yield. A few extra points for being hi-lighted wouldn't hurt either.

Well, as a forum, it is legitimate.

But I think the spirit of your question is more along the lines of what ways could it be changed to make it a credible forum.

1. Yahoo! should require some sort of age validation so that the kiddo trolls don't have as much ability to yap. Perhaps a probation period also?

2. Troll posts should be able to be deleted by the asker of the question.

3. People should exercise a bit of self-restraint when posting. Ad hominem attacks really don't do much than show you're a wanker.

I don't think it could be done unless they:

1. Accept the fact people are going to ask ridiculous questions solely for the purpose of receiving even more ridiculous answers.

2. Create a category for "Frivolous Questions".

3. But still keep it reasonably clean.

If every user was aware of the community guidelines and followed them, we would have a much better site. There needs to be more emphasis put on following the rules, by weeding out answers (not users, just answers) that do not follow them.
