I'd do clown loaches. The fatter the better. They grow slow, and the oscar will grow up to 3/4 inch per month.
Don't get anything that even looks close to an oscar's body shape.... It will fight for territory with it.

If you have a big enough tank (at least 75 gallons) then you can keep them with large growing bottom dwellers, like large catfish or clown loaches, as they use a different part of the tank then the Oscars, which tend to stay toward the middle-top.
You can also go with a school of silver dollars, which are too big to be considered food by the Oscar and peaceful enough not to be considered a threat.
Tinfoil barbs can be on or off - they're certainly big and tough enough, but I found their fast, continuous swimming made mine nervous and I removed them once they hit about 6-7". Keep in mind they need to be kept in groups, and at 12" a piece you'd be looking at 120 gallon tank for a school of these and an Oscar.
Whatever you do, don't try to mix other cichlids, they will only end up fighting over the tank, and I'm afraid to say Oscars are not very tough for cichlids and tend to come out the worse in these situations.
Regardless of what you choose, if any, keep in mind how fast Oscars grow compared to the rest of them, and remember that anything less then 75 gallons should have nothing but the Oscar, and anything less then 50 gallons is not even enough for that.

To be honest, unless you have a really large tank (70 gallon or more) the best thing to do is not put in any more fish that you will just have to remove as the Oscar gets larger and more territorial. Oscars are basically loners and don;t need another fish in their tank and in fact when they get older and larger will not like having another fish in their tank.

Oscars are loners.
And they grow to 1 foot. Once they are full size they might kill the other fish in the tank.

Iridescent sharks or bala sharks would do nicely. Baby ones. I also have had Tinfoil Barbs in with my Oscars. All fish mentioned will grow as big if not bigger then then the oscar. They will grow up nicely together. When they all are old enough you can feed them feeder guppies/goldfish. A real treat for them. YUM!
