Your best bet is to try Little Rock or Fayettville. Another great college with a good theatre dept. is UCA in Conway.

The theatre departments at Arkansas schools may be and probably are as good as anywhere, but I think the opportunities for extracurricular work in that field are much more limited than they would be in NYC or LA.
If you seriously want a career in performing arts, think about where you might actually get the occassional gig while still in school. At the very least you can graduate having learned where to stand in line and how long you have to wait for an audition.
