There was a similar incident in Detroit in 2000 when a gasoline tanker truck exploded on the elevated overpass exit ramp from I-75 to I-94. Also the explosion of a gasoline tanker truck will leave a big crater in the highway.

I am sure the people in Oakland/San Francisco area are thinking that as they are stuck without a major roadway.
I got a better one for you. During one of our election seasons
in Hawaii Al Gore came to support the Democrats. Bill & Hill spent alot of time in my neighborhood. Especially at Zippy's for beer & dogs...
Gore and his motorcade arrived on the first day of every school including the colleges tying up our highway for hours. We have few major motorways. They close them off for official visits.
So, sure Cheney planned this one?? Give me some proof because I believe he's up to something. Just not this. My opinions, thank you.
