But not too tight either? I want to cover my thighs, pretty much, while I'm swimming laps, but I don't want baggy shorts because they cause too much drag, and I don't want them skin tight because I hate my thighs. So, anything in between would be perfect!

Boardshorts might work. They are not too baggy like gym shorts but not skin tight either.
