Because he did bad in the bowl game, i think!
But I dont understand why he was drafted this late because if he did bad in the bowl game {ONLY 1 GAME HE DID BAD IN} the rest of the season he was AWESOME!!! THE HEISMAN TROPHY WINNER!
ANY WAY IM SO HAPPY BALTIMORE GOT HIM BECAUSE HE WILL LEARN A LOT FROM STEVE McNAIR AND MAYBE BE THE RAVENS FUTURE QB.

Troy is smal, at 6'0 215lb., for a prototypical QB. The disadvantage of height is not whether or not he can throw over linemen, but his field of vision is decreased. When your line, and the defenses line are all averageing 4-6 inches taller than you, your downfield vision can be compromised.
The NFL is played at such a faster pace than college that a QB does not have the luxury to take his time analyzing the field.
Also, the other issue with size is, can he withstand the pummeling he would get in the NFL. Size is no guarantee of durability, but why risk it.
Beyond size, another knock against Troy Smith is that any one would have done great in that system. Coupled with the fact that he was blown out by Florida last year brought questions to his ability to play in big games.
Did the Ravens get a good deal at #174, probably. Smith has the opportunity to learn behind McNair and as long as McNair can stay healthy over the next two seasons, Smith will be ready to take over the team.
This goes to show you that winning the Heisman isn't everything. At least not to NFL scouts.

He showed his true colors when Ohio State played a QUALITY team from the toughest conference in college football, the SEC. The SEC had more draft choices in the first 25 draft picks than any other conference. The SEC consistantly has teams in the AP/UP top 10 every year. However, they don't receive the television coverage that the Big Ten and other conferences receive because most of the media executives that run the networks attended Big Ten schools like Michigan. If you get the TV coverage, you win Heisman trophys. If not, you play for pride. I'm proud to be an SEC fan!

QBs that win the Heisman aren't always NFL stars.
Just look at recent history Gino Torretta, Charlie Ward, Danny Wuerffel, Eric Crouch, Chris Wienke, and Jason White are all QBs that have won the Heisman that were either busts or had no impact at all in the NFL.
Troy Smith is very small in terms of NFL QB size. He also has poor mechanics and cant read defenses well. He got away with alot his flaws on talent in college that he can't in the NFL.

His size (6 ft) was probably the biggest concern for teams. NFL teams want tall QB to see over their OL. That was a great pick for Bal at that spot; he probably should have gone top or middle of the third. Smith also must not have impressed many teams during his workouts. And finally, with Russell and Quinn taking up all the media coverage its was hard for Smith to standout.

I think someone hit it on the head when they said not a lot of teams were in the market for a QB this year. Look how far Quinn dropped. I think Smith should get a chance eventually. Also think about this - how many Pro Bowl QB's came out of Ohio St.?

The experts said that the height was the issue and he had uninspired workouts. I think winning the heisman probably hurt him (it went to his head.) I could give a interesting fact: Justin Zwick had the same 40 time is Troy did. They both ran a 4.77 in a 40.

simply by fact he became uncovered for the time of the national Championship sport as being no longer able to cope with NFL high quality defenders. He performed for a reasonably overvalued group in a vulnerable/overvalued convention. And, being the alledged proper college participant does no longer advise you're NFL high quality. See many of the final 10 Heisman QBs.

Size, workouts (or lack-thereof), performance in NC game.
BTW, he'd better watch out. I think Earl Everett signed with the Bengals, and I think that Everett is still sacking Troy Smith at this moment *laugh*

Short, weak arm, not as fast as advertized. But, so was doug flutie. If Troy plays with the same desire he did at OSU, he'll be around for a long time.
