The primary problem with salt is environmental. It kills vegetation surrounding the roads, get into the water supply, and generally sterilizes the soil so that it won't grow anything. It also causes a shorter life span on vehicles. Where I was growing up, they used chains or studs on tires and didn't use salt (mountains) and our used cars lasted 20 years. I'm currently driving a 1993 Mercury that has essentially been destroyed by salt in only a few years. I have to trash it this year, despite the fact that it looks good and is reliable, because the rust has eaten into the primary body, making it unsafe.
The advantage of salt is that it is cheap, and easy to spread. Does a pretty good job too. Our area is now using a more expensive product. Unfortunately, unlike salt, it doesn't work at all if the temp is below zero. Not real helpful in a cold, northern state in Winter.

ODOT uses chemicals deicing throughout the state of oregon. The effects on your vehicle is equally as damaging as to the environment.The chemicals will destroy wiring on your vehicle rapidly. The use of chemicals as the preferred deicer has grown in popularity with highway departments throughout the country in the last 10 years. Sand and salt are used after snow accumulates on hills and mountain passes

The salt can damage vegetation by the road due to its presence in runoff water. The salt can rust exposed metals, such as the bottom of your car.

Very salty water will freeze at about 26 deg. F. ,if it is much colder it will have very little effect.
