I'm looking for a weather forecast that considers chill factor - and actually DO tell me whether or not to wear short sleeves, bring an umbrella etc.

I'm a big fan of Weather Underground.

Copenhagen, Denmark forecast:

They won't tell you what to wear, but you can get all the weather info you want, and decide from that what you should wear.

then enter that zip code or city and state
your ready to go
