is it a mid season replacement?

No, the premise for the show is pretty thin, so you can't really thin it out much more with innocuous episodes to fill a whole season the way a show like Law & Order or CSI can. So, they will start a season for Heroes in Dec so it does not become stale.

Due to the nature of the show, the producers and writers decided to try what they call "storyline arcs", which means they last a few episodes, take a break, and then resume, repeating this until the end of the season and that particular storyline. I'm not sure if I really agree with this, but on the other hand, do I want the season to end in May and not see another new episode until December anyway? At least this way, it's remained fairly fresh in my mind, and they run the current storyline over before airing the new one.

This show's scheduling has been a train wreck since it started! I love the show, but it's hard to stay with when you have to wait a month between episodes.
