It may have seized up, have you looked at the oil level. try turning the blades with a length of wood to make sure that there free and not jammed. try pushing the mower while it is in gear remove the spark plug first and look at that to see if there is any thing that looks odd about it and see if the mower will turn the engine by putting it into gear and trying to push it. If the engine does not turn then it's seized up due to a lack of oil in the crank case. If that's the problem then it's an engine strip down. Hope this helps.

Sounds like a loose connection. If you had the battery out to charge it or store it over the winter, clean and tighten the connections there first. Then follow those wires to where they connect to the starter or the frame, and be sure those are clean and tight. That should cure most problems.

Check your ground on you engine first before you tear into the starter. If you are not completely grounded, you are not going anywhere. We had a new mower that was showing the same problems. It was the ground on the engine, the bolt was just hanging there. And all I had to do was replace the bolt.

It sounds like it could be the starter. To check take a small hammer and tap it and then try to start the mower, if it starts then there is your problem.

Is it a Huskee? I've had two (got the second one for free cause the first was crap) and I had to have the starter re-built and then replaced in both. They told me they didn't put starters in big enough to turn the motor over. They only way I could start it was to jump it with my van. What a pain!

12.3 volts is fairly low for a completely charged battery. it would be around 12.6. another element is regardless of if that's an overhead valve engine the valves may be too unfastened for the compression launch to artwork. it could additionally be that the starter is grimy interior and/or desires new brushes. observe the valves could desire to be set at .003-.0.5 chilly.

Could be starter, solenoid or just loose/corroded wires. Start by cleaning all the electrical terminals from the starter to the solenoid and the battery.
