Well it depends till what age the health and the judgement of the person permit him to drive safely. Some people cant even drive safely when they are completely healthy .

I don't know what you may call old, but have seem old people who could drive much better than some young people who should be able to drive good. So guess it would depend on the person as I've seen young people who shouldn't be driving, but also seen old people who shouldn't be driving. Guess age doesn't have as much to do with driving as it is the person.
The statement I have heard is poor driver when young, poor driver when old.

I am not sure but I got a simple test to help you out:
If regualry can't remeber why you got in the car or where your going you might be to old to drive. If going 35 mph under the speed limit is your top speed you might be to old to drive. If you think cars made in the 50's are the latest trend you might be to old to drive. If your frist car came with a crank starter and your still driving it you may be too old to drive
