The easiest program I have ever used is Microsoft Front Page. You can just type in the wording and add pictures and then preview what your web page will look like and change anything you want to before you publish your web page. You can purchase Microsoft Front Page on eBay for a lower price then going to Staples or Office Max etc.

Fireworks, Frontpage, Jasc/Flash/Adobe (combined). Those 3 are decent, there are also some other ones out there, I'm sure a quick search on google would give you some quality programs.

If you have a Mac, iWeb is amazingly easy and gives you great result. I did my website using it last week and it worked wonders.
