In many cases, it is a choice. However, if somebody works in the human services field or medical professions and they see evidence of child abuse, they MUST report it.

In most instances it appears tobe a choice but it is actually a law. It's called being a "material" witness. In other words, it is illegal for you to stand there and watch me get murdered without reporting it. It makes you an accessory to the murder. So yes, we are forced by law to call law enforcement - If you only suspicion a crime or want the law enforcement division to check something out then it is a choice. My neighbors music too loud at l am - my choice to call. Hope I got this one right-lol good question.

It is a choice most of the time. Unless you see that someone is being hurt or is dying and you have the means to call for help and you don't do it you may be charged as an accessory or for failure to render aid.

Depends on what is going on. If you are witnessing a crime taking place you are by law to report it, however if you didnt see it but know who did it you are not required to get involved.

if someone in desperate need of help and you walk away and do nothing, yes charges of "failer to render aid" can be brought against you. but the law is different according to state.
