No, a Tilapia sp. is an African Cichlid.

I don't believe you could consider Tilapia as carp. They come from two different "families" and "genus". Wikopedia has a good article on each of the two. Here are links to both:

Tilapia are Cichlids. They are not native to American waters. They were transplanted by accident. Hobbyist dumping their fish in the lakes/rivers.

I dont really know what they would consider it. I only knoe they are considered as Cichlid (Sick-lid)
