I think perhaps the position of the UN in regards to terrorism is misunderstood, and that in not authorising the invasion of Iraq, it is often perceived that the UN is against preventing terrorism. I think it's important to remember that the UN is a uniting body, representative of the many nations of the world, and if it was to assume a firm position of outright opposition to such tender issues as terrorism, it could severely damage its already fragile legitimacy. Also, I think it's important to consider that the UN is not an autonomous body which operates by it self - it can only act upon things through its member states allowing it to do so. As such, even if a dominant state wishes to pursue a particular course of action, this must be authorised and sanctioned by other member states.
