my grd 4 teacher always used to say that to me... the first three words make up my name... it took me about 2 years to figure out it was "Is-a-bell- neccesary on a bike...
to answer... yep... you know to warn the stupid kid in the middle of the road to get out of the way...

Just imagine you riding your bike on a busy street and there are bunch of people in front of you who are talking and not paying attention to what's going on around them and you've lost your voice because of soar throat, the bell would be necessary.
But it's your own decision.

By U.K. law they have to have them on when you buy the bicycle but nothing to stop you taking it off. As you don't have to have one.
