Pollution control Board, BIs are asking for only DD. Now any where banking enables you to make ar par payments in Metro Cities. Besides Negotiable Instruments act is sufficient to take care in case cheque is bounced.

Certain government offices dealing with public are not accepting cheques as a valid payment though DD/Pay Orders are accepted. Most of these offices are those offices which provide any kind of certification or approval which has public confidence, prima facie assurance of certain compliances etc. which once given can't be taken back on the ground of non-payment of prescribed fee for the process and procedure. Both the examples you have given of Pollution Control and BIS fall within this ambit. There are certain other offices like ROC etc. which also don't accept cheques. On the other hand you can pay your taxes, Traffic Challans, utility bills (phone, water, electricity etc.) and many more other payments by cheques to government bodies.

Inspite of Negotiable Instruments Act's protection, recovery and remedial actions, these bodies have their own reason to say. May be with the time to come, positive changes may take place.

Basically, due to traditional practices and lack of trust!
Legally you may be right, but there could have been some bad elements who in the past gave checks of this type which bounced, resulting in a lot of follow-up and other paper work or litigation. So, many government bodies take the easy way out and ask for a banker's check, to be on the safe side.

Most of the government agencies do not trust cheques since there is a chance that it may not be honoured. This is also as per the directives of Finance Dept. So they play safe by asking for DD.
