If you'll fetch a gmail account then under My Account signup for Page Creator you'll have fun and a pretty easy time of creating a new website. It's worth a try. Also, if you devote some time to it, you can LATER or even IMMEDIATELY dig in behind the scenes and diddle with the template they give you and rewrite the html yourself: completely flexible, and there are help files for Google's "widget" language.

Download WAMP - apache, mysql, php for windows.
http://www.wampserver.com/en/
Don't use online web-site creators - the quality will be very low. If you do want to use one then why not simply get a blog? http://www.blogspot.com/
Oh, you could try wordpress too - bascially it's blogging software but it can make any type of page too if you have some web development knowledge. http://www.wordpress.org/

Make sure you back up your website regularly. I've seen people who use free paying sites lose all their data when the company goes out of business. I would recommend paying for a shared account, they are cheap. Can get one for 3 or so dollars a month.

For a simple page try anglefire.com...or just geocities by Yahoo.
For something you wish to use for an important site or for a business..it is best to use a paid host.

www.GoDaddy.com
Register a .info domain, only cost $0.99 per year, or .com for $8.99 per year. They will provide you with the best service and free 5GB space for free, the only complain is they put a 100pixel high banner on top of your pages.
