There is a Coriolis effect caused by the rotation of the earth on the north -south axis that leads to this behaviour with cyclones. This is because the surface velocity of earth varies with latitude, being zero at the poles and equal to about 40,000km/day at the equator.

This effect manifests only when the eddies are very large.
